Border residents will no longer need a permit to cross in NSW and checkpoints will no longer be in place.
What does the border reopening mean for the bubble?
Once the border reopens on November 23, the bubble will be burst and no longer exist.
There will be no restriction on movement or a bubble which residents must remain within.
Will the border reopen if an outbreak occurs in Victoria?
NSW Premier Gladys Berejiklian has confirmed the NSW Victorian border will reopen on November 23 even in an outbreak occurs in Victoria after the state reopens movement to Melbourne on November 8.
Ms Berejiklian said unless 'something extraordinary' occurs, the date of the border reopening will not change.
"We know that once you ease restrictions you're likely to get cases but it's how you manage those cases," she said.
"As long as the state demonstrated how to manage those cases we are okay with that because we've been through that ourselves."

When the border opens, Victorian residents will be allowed to move uninhibited into NSW and beyond the border.
Residents will be allowed to travel throughout NSW into Sydney and the coast.
However, Victorian Premier Daniel Andrews has asked residents not to travel if they don't need to.
"I urge Victorians to not go and holiday in Sydney if you don't have to," he said. "Of course, yes, this means you will be able to be with family across the border at Christmas."
Queensland is open to regional NSW residents but not if they have been to 32 NSW hotspots.
Queensland is not open to any Victorians.
The South Australian government have announced a number of changes to their border restrictions.
Border restrictions between Victorian and South Australia are expected to ease in two weeks as long as no major outbreaks occur.
NSW are able to enter South Australia unimpeded as long as they have not been to a hotspot or travelled through Victoria.
From November 14, Western Australia is open to all residents who have a G2G pass, but residents from NSW and Victoria must self-isolate for 14 days and present for a test on Day 11.
Anyone arriving into the Northern Territory must complete a border entry form.
Residents who have been to a declared hotspot in the past 14 days must stay in a mandatory supervised quarantine at a designated facility.
People from regional Victoria can enter NT, but not if they've visited Melbourne.
