The pair replace Michael Griffiths, who departs the role after one season at the club.
Joint best and fairest winner Tom Morton has been promoted to assistant coach after an impressive first season at the Blues.
Groves is a Coleambally local, who was assistant coach this year and has been back at the club for two seasons.
Carroll returns to Coleambally after a final year back at his home club at Ganmain-Grong Grong-Matong, where he announced his retirement in August.
Carroll previously spent four seasons at Coleambally, including two as coach, where he helped the club rise up the Farrer League ladder.
The appointment of the trio is expected to be a popular decision among the playing group, and supporters.
Coleambally will be out to improve on this year’s performance, where they finished in eighth position after winning just three games.
The club held a crisis meeting in June but decided to stand solo and continue in the Farrer League on their own.
The Blues had a record turnout at their annual general meeting and have a new committee in place.
